INNOVATIVE APPROACHES IN THE REGULATION OF REGIONAL EMPLOYMENT POLICY IN CONDITIONS OF ECONOMIC INSTABILITY

The state employment policy must be socially oriented, considering the objective characteristics of a region. Equalization of opportunities for employment through all the territory of the country, formation of regional and sectoral principle of staff requirement planning, optimization of flows of labour migration, expansion of employment opportunities by promoting the creation of decent jobs in the regions should become a necessary condition for the state employment policy at the present stage of Russian society´s development. In the article on basis of aconsecutive analysis of the socio-economic situation of the NCFD are considered the most important issues of the regulation of regional employment policy in conditions of economic instability. The most detailed analysis is applied to the issues of employment policy in the complicated, geo-, ethnopolitical and socio-cultural regions of the Russian Federation. The article deals with the ways of solving problems of employment in the Republic of North Ossetia – Alania, in which much attention is paid to the population’s adaptation to the rapidly changing requirements of the labour market through the development of flexible system of training and retraining of employees.
