GENERAL-THEORETICAL ASPECTS OF CREATION THE SYSTEM OF PLANNING FOR IMPROVEMENT OF QUALITY OF MANAGEMENT BY BUSINESS INCUBATORS

The purpose of writing of this article, consisting in definition of general-theoretical aspects of creation of system of planning of activity of business incubator, is caused by need of a solution of the problem of improvement of quality of a data control structures at the present stage of their development in Russia. The factors causing complexity of the solution of this problem are revealed. Elements making it are allocated and characterized. It is offered to understand as quality of business incubation compliance of the reached results of activity of business incubator to requirements of all interested parties in the following aspects: quality of planning of activity, quality of the organization of processes of a business incubation and quality of control. The analysis of modern practice of scheduling of the Russian business incubators is carried out. Concrete recommendations about improvement of processes of the planning which use in management process will allow to increase quality of business incubation are given.
