POPULATION AND CIVIL SERVICE: RELATIONSHIP PROBLEMS AND THE ATTRAKTIVENNESS OF THE CIVIL SERVICE TO THE POPULATION

The article raises the problem of the formation of positive attitude towards public servants, as well as the problem of the attitude of civil servants to its mission. The authors recorded the results of the survey population and government officials on public attitudes towards officials , as well as problems that need to be addressed to officials, the problems of their subordination to public scrutiny on the characteristics of the civil service, based on the preferences of civil servants , the social prestige of their work, the effectiveness of the personnel policy in government , civil servants working conditions satisfaction. The analysis is accompanied by the conclusions of the need to improve the quality of public service through the improvement of its social prestige. It is important to move on to the formation of a new conception of public service as a full-fledged wage labor with a decent financial reward.
