This article analyzes the main problem of the development of public-private partnership (PPP) in Russia and makes recommendations to address them. In this paper we prove the need for PPPs in Russia to improve the competitiveness of businesses and improve the quality of infrastructure. Based on the analysis of foreign and Russian studies with the main problems hampering the development of PPP in Russia. It is concluded that in addition to the formation of a unified national and regional policies on the development of the PPP, the most important factor in the successful development of the forms of PPP in Russia is the development of the institutional environment, which reduces the formation of an appropriate legislative framework in the field of PPP, the creation of common institutions, the development of PPP on the part of government and business and the development of special competence in the field of PPP in state and municipal employees.
