DEVELOPING TOOLS FOR EFFECTIVE OUTSOURCING

Studying the experience of domestic enterprises using outsourcing, revealed the following problems: the deterioration of the psychological climate in the collective enterprise-customer (since this form of employment, many workers incomprehensible and unknown); deterioration of the corporate culture at the customer company debt due to the arrival of workers from outsourcing companies; lack of timely prevention of decline in the quality of products; damage from incorrect actions agency workers; negative attitude of the regulatory authorities due to lack of a clear regulatory framework governing the outsourced activities; improved economic performance through the use of outsourcing, and not due to the introduction of new technologies, equipment, labor, etc.; lack of trade union organizations in outsourcing companies; economic and professional degradation and lack of social protection of workers outsourcing companies. There are difficult aspects of outsourcing – is the complexity of developing methodology for assessing its effectiveness. Measurement can be obtained through various studies: financial, administrative, social, economic, economic-statistical, marketing, investment, activity-based costing, logistics and other analysis. However, these studies characterize the performance of the firm in the past and not give an idea about how to improve in the future. All these methods are based on the facts that have already occurred. We conducted a comparison of tools and a method to assess the effectiveness of the company has allowed determining the possibility and expediency of using Balanced Scorecard to evaluate the effectiveness of outsourcing. Balanced Scorecard concept differs from other concepts that covers the company’s strategy and set of financial and non-financial indicators, each indicator is a link in the chain of causality between the indicators already made and indicators that will be done.
