THEORETICAL APPROACHES OF DEFINITION OF THE CONCEPT «PUBLIC-PRIVATE PARTNERSHIP»

The Public-Private Partnership (PPP) in providing public services quickly develops and causes a great interest around the world. The purpose of state-private partnership is rational use of means and increase of economic efficiency of public sector. PPP, first of all, helps to avoid possible negative effect from an exclusive prerogative of the state on property and rendering services. PPP combines the best of «two worlds»: the private sector and its resources, administrative skills and technologies, and also public sector with its regulating activity and protection of public interests. For comprehensive study of an essence of Public-Private Partnership in work existing approaches to a definition of this concept are considered. In the studied works of foreign and domestic authors, documents of the public and governmental organizations, the Russian acts the variety of approaches to a formulation of concept PPP is traced and the sufficient uncertainty, insufficient commonality and a certain retelling is at the same time traced. Taking into account the revealed multidimensionality of this concept it is offered to use the most generalized definition given doctor of jurisprudence V.E. Sazonov.
