DEVELOPMENT OF THE MECHANISM OF MANAGEMENT OF PUBLIC FINANCES TAKING INTO ACCOUNT COMPETITIVE FEATURES OF DEVELOPMENT OF AGRARIAN AND INDUSTRIAL COMPLEX OF THE REPUBLIC OF MARI EL

At the present stage the Russian economy faced need of formation of a new agrarian policy which has to provide break in production efficiency increase. The question of influence of the public financial policy on competitiveness of an agrarian and industrial complex is considered. The special attention is paid to a choice of the state tactics in the conditions of membership in the World Trade Organization and introduction of restrictive sanctions for import of foodstuff. Need of the state support of development of rural economy is defined and new financial mechanisms of the state support are offered. For increase of competitiveness of agrarian production in the Republic of Mari El the complex of additional measures of the state financial support is defined. The objectives of ensuring competitiveness of agrarian sector of economy cannot be achieved without improvement of the financial development mechanism of innovative processes in agrarian and industrial complex. The package of measures on improvement of system of financial and economic incentives of innovative processes in agricultural production is offered. Realization of the above-stated measures will promote capacity-building of agricultural enterprises for production of competitive production.
