SYMPTOMS OF THE FINAL STAGE OF REFORMS IN THE HOUSING AND COMMUNAL SERVICES

Analysis of errors and omissions, the study of the positive changes emerging in the process of transformational change of housing and communal services in Russia have shown signs of a beginning of the final stage of the reform. The study was conducted on the basis of a study of the whole array of normative and legal acts for the period from 1991 to present, official sources about the reform of housing and communal services, publications of scholars on this issue. It is proved that one of the main reasons for the incomplete reforms in the housing and communal services is inadequate attention by the authorities of the transformation process. The actual mechanism of financial support for reform appeared only in 2007. It is stipulated in law No.185-FZ. Russian specificity of functioning of public utilities is reflected in article based on the mechanism of interaction between the suppliers of utility services chains-households in urban areas and districts (for example, Smolensk Oblast). For household utilities on the market there are many private utility services (mainly) and municipal companies, competing. For example, Smolensk reflected the positive changes taking place in the formation of private management companies and self-governing bodies of apartment blocks.
