APPROACH TO THE ASSESSMENT OF THE EFFECTIVENESS OF THE GOVERNMENT REGULATING ELEMENTS OF NATURAL MONOPOLY

An approach to determining the effectiveness of government agencies regulating natural monopolies is shown in this article. The activities of the Federal Antimonopoly Serviceof Russia and the Federal Tariff Service of Russia, as well as their territorial agencies, should be effective in terms of use of budgetary funds, and from the point of view, to meet the needs of consumers of goods and services of natural monopolies.In the classical representation, an efficiency is considering as the ratio of benefits to cost. This approach is inadequate for public agencies.It is important to take into account both social (customer satisfaction) and budget (use of budgetary funds) parts and also the efficiency of the system of public authorities, when evaluating an authority of government agencies, regulating natural monopolies. In addition, it is important to reflect the extent to which the effectiveness of antitrust authorities set goals and objectives. The proposed model takes into account these features.
