Nowadays profound and comprehensive study of world community experience in the sphere of country and regions industrial potential increase by means of technological base modernization, regional innovation systems formation and functioning, by means of knowledge and innovation transfer support on all levels, introduction of new modern technologies in production, quality increase of competitive environment is becoming vitally important. The analysis of experience accumulated by other countries and its adaptation to Russian conditions is an urgent aspect. It will save time and efforts while building modern innovation system in Russia as a foundation of economy based on knowledge. The problem of innovation activity stirring up for subjects involved in industrial process is becoming actual in frames of the process of economic relations globalization. The purpose is to develop competitive advantages in the world raw materials market.The aim of the article is to analyze the technology base development influence on region industrial potential.
