Based on the analysis of scientific publications, data, analytical reports, statistical information, identify problems and to balance the needs of education in the Vladimir region. The main problem is expressed in the non-compliance of the quality and quantity of the labor potential in the labor market requirements of employers. Young people’s desire to get a prestigious profession and new opportunities to acquire higher education, both public and commercial institutions turned «overproduction» of lawyers, economists, managers, financiers against the backdrop of the growing shortage of engineers for the textile, food, glass industry, construction, agriculture and housing and communal services, and healthcare. Employers have expressed dissatisfaction with the quality and level of training of specialists with higher education, noting that graduates have to relearn the basics of the profession. Data from the Ministry of Education and Science of the Russian Federation confirmed: about 50% of graduates are in need of re-training when applying for a job. To solve the problems of imbalance between supply and demand int he labor market, a system of measures.
