FISCAL POLICY SUBJECTS OF THE RUSSIAN FEDERATION AND MUNICIPAL EDUCATION IN THE CONTEXT OF BUDGET REFORM

The basis of the budgetary policy of the RF subjects and municipal formations is the fiscal policy of the Russian Federation, aimed at ensuring positive dynamics of socio-economic development of the territory (region). One of the priorities of effective budgetary policy of regions in the conditions of instability is the formation of a stable and growing their own regional budgets and conservative approach to budget planning, especially to the adoption of new spending obligations and conduct of responsible debt policy. The article analyzes the reorientation of fiscal policy on strategically important tasks of socio-economic development of territories and some problems in the financing of the social sphere in the Republic of Buryatia with the aim to draw attention to the need to use the tools of fiscal policy to solve social problems of the state.
