STRATEGIC PLANNING OF DEVELOPMENT OF HOUSING AND COMMUNAL SERVICES OF THE REGION: SPECIFIC, PROBLEMS AND PROSPECTS

The specific characteristics of housing contributing to the planning of the development of the industry are allocated. The authors conducted an analysis of existing policy documents on the development of housing of the TRANS-Baikal region in the aspect of energy saving. Analytical data, current state of housing and communal services of the country and regions confirm need of economic and institutional reforms in the system of strategic planning of development of housing and communal services of the region subject to the provisions of the Federal law»On strategic planning in the Russian Federation» is identified.The solution of the existing problems of branch is possible when forming system of planning fully of this field of activity reflecting specifics. At this conditions there is a need for development of the documents defining prospects of development of branch, urged to provide modernization of objects of infrastructure of housing and communal services, to increase reliability and quality of the provided services, to provide high overall performance of the enterprises of branch.
