The article describes the main trends in the primary housing market economy-class example of Penza. The dynamics of prices in the primary real estate market, are considered summary measure of price indices in the housing market, calculated for the period from the beginning to the end of the year. Identified and analyzed the factors affecting the real estate market on the example of the city of Penza. We consider the market structure housing industry, trends in the construction of accommodation facilities in the city. Identified market development of affordable housing. Shows the possible results of solving the complex problems in the field of housing development to significantly expand the possibility of acquiring housing through market mechanisms. The conclusions about the need for integrated development and the development of built-up areas for housing based on the approved planning documentation, which will improve the living conditions of a large part of the population, to ensure the provision of affordable and comfortable housing.
