The suitable, entrepreneurship medium formation, the maximal comfortable conditions creation for the entrepreneurship in modern Russia has not only the important economic value but considerable social one. Thus, the entrepreneurship state support system improvement is considered to be the key factor for the entrepreneurship development perspectives in the country. This fact substantiates the necessity of the complex approach use and the theoretical background of the entrepreneurship state support system operation. The state material support function is realized through the state orders allocation, the state purchases organization, the financial aid and subside granting necessary for the separate branches, the country regions and sometimes for the separate businessmen assistance.
