THEORETICAL APPROACHES TO THE SUBSTANTIATION OF THE NEED OF THE CONTROL ACTION OF STATE IN THE SPHERE OF THE INNOVATION ACTIVITY

The author examines the basic theoretical approaches, which were established in the domestic and foreign economic literature relative to need and the possibility of the control action of state for purposes of the stimulation of the innovation activity of enterprises, development of innovation infrastructure, reveals the basic functions of state in this sphere, the content and the stages of the evaluation of the control action of state, to strategic purpose and function of the evaluation of the control action of state in the innovation sphere. The results of the carried out historiographic analysis make possible for the author to make the conclusion that the evaluation of the control action of state in the innovation sphere must be legislative designed as the complex procedure of estimated and analytical nature, which makes it possible to connect them in together, to trace their reciprocal effect, to determine the synergism of interaction and possibility of manifestation in, other not entering the concrete estimation spheres.
