THE DEVELOPMENT OF THE CLUSTER TO IMPROVE THE EFFICIENCY OF DEVELOPMENT OF DAIRY CATTLE KIROV REGION

In article the main prerequisites for creation of an agricultural cluster in the Kirov region are considered. On the basis of calculation of an index of competitiveness of a dairy and grocery complex for regions of Volga federal district it is defined that creation of a dairy cluster will be optimum for the Kirov region. The model of a dairy cluster which kernel producers of milk, processors of milk, and also the enterprises which are engaged in realization of finished goods will enter is developed. On the basis of the carried-out analysis points of growth are chosen and basic territories which will be is basic for cluster creation. The model of management of creation and development of a dairy cluster includes three main stages, governing bodies at these stages are government bodies and coordination council of a cluster. In work the main advantages from cluster creation for all its participants and for the region as a whole, in particular increase of competitiveness of the region and increase of import substitution of production are defined.
