This paper attempts to summarize materials related to Russia’s accession to the WTO and the modern experience of the implementation of international agreements at the regional level. As a result, analyzed the status and prospects of development of one of the central regions of the Russian Federation - the Kaluga region, its potential in the agricultural sector. The industry is in most regions of the Russian Federation a major in economics. However, the region is losing its food security. Minor changes make it impossible to speak of food sovereignty. Given the rational consumption rates Kaluga region are not fully self-sufficient in meat (40%), dairy (73%), egg (84%) and grain products from own production. The measures of state support are insignificant. Lack of motivation training, lack of social security, living conditions of an outflow of personnel. In the region as well as in most of the regions of the Russian Federation formed a steady shortage of investment resources. Thus, in the context of the financial crisis, the Russian accession to the WTO, the economy will adversely affect primarily at the regional level, the industry that will lead to the most disastrous consequences for the agricultural producers.
