THE ANALYSIS OF EXPERIENCE OF FORMATION AND IMPLEMENTATION OF REGIONAL PROGRAMS OF CAPITAL REPAIRS IN REGIONS OF THE RUSSIAN FEDERATION

In recent years, the construction of high-rise housing is the most promising and growing field of housing policy in the Russian Federation. However, the use of regional programs overhaul carried out starting from the date of property buyers. The article presents an analysis of the experience of the application of these programs in Novosibirsk, Moscow, and of course same Penza regions. The analysis of their attractiveness, as well as identifying problems that may be encountered in the process of a major overhaul in the regions and the ways to solve them, in particular highlighted the need to develop proposals to attract private investment through public- private partnerships.
