The purpose of article is to show the need to use at the present level of development of management of different approaches for process-oriented management competencies formation specialists rail. The authors are of the opinion that the basic idea of business survival in the new environment - it reintegration of individual operations into a single business process. Based on the historical aspects of the formation process management in the article, a model of competence development specialists of the enterprise on the basis of introduction of the corporate quality management system ISO 9001:2001. Also in their study, the authors used the concept of a continuous (the process) to improve the quality E. Deming . Formation of an effective management system modern organizations - one of the most pressing problems facing the modern dynamic management.
