This article analyzes the mechanism of socio-economic policy of the State in the aspect of adaptation at the regional level, as well as the reasons of ineffective use of available human resources in the regions, poor living conditions, lack of social support. Special attention is given to identifying opportunities for the region to enhance employment programs, reduce migration flows, the alignment of the demographic indicators in the Republic of North Ossetia- Alania. Offers orientation programs and development strategies for greater integration with the neighbouring Republic of South Ossetia; the introduction of new mechanisms to regulate employment taking into account the increasing cross-border region, as well as the development of the border area; improvement of Interregional Resource Center and change the vector of labour redistribution towards experiencing need in qualified specialists in South Ossetia.
