Considers the timely problem implementing cluster policies in the region. Discussed the possibility of creating a building cluster at the Center for Cluster Development Penza region to form a clear mechanism of interaction between organizations in the construction industry. Indicated target cluster initiatives aimed primarily at economic growth, the region’s competitiveness, improve the quality of life. The estimated effects obtained from cluster initiatives. Notes that cluster policy is only one of several approaches to improve the competitiveness of the economy. Specifies the possible of the concept (in the form of block diagrams) construction cluster structure formation in the Penza region.
