The article deals with the periods of formation and development problems of industrial production in Kazakhstan. At the present stage, the main strategic goal of the state policy in the food sector is to create the necessary organizational and economic conditions to improve the sustainability and efficiency of industrial production. Socio-economic changes have shown that, despite the collapse of the previous system of relationships and economic relations of agricultural enterprises, the government has sought to effectively manage in accordance with the requirements arising from the objective processes of the economy. Overcoming the consequences of a systemic crisis, the State marked the need to limit intervention in economic activities of the central component of the economy and further enhance the independence of enterprises. The priority areas for economic development based on the number of solutions of the system of fundamental problems include increasing the role of the state and economic management and its further development. Successful implementation of the selected areas of the industrial complex is ensured by using economic instruments formation of market management mechanism. And providing quality economic growth in sectors of the food industry requires the development of effective mechanisms to manage the process, which should include such important components of education, the system of government, investment activity, the creation of appropriate institutions for development
