We consider the strategic management of technology as the ultimate management of the company, provided a verbal estimate of its current state based on the analysis of scientific research of Russian and foreign authors. Defines key challenges of small business development in the dairy industry of the Altai Territory. We propose a basic methodological guide the development of these businesses. The major problems facing small business development in the regional dairy industry are the following – first, weak infrastructure development and lack of logistics centres in a considerable number of rural communities which has resulted in a significant decrease in the number of dairy enterprises in Altai Region’s submountain and steppe areas; second, lack of marketing support of products manufactured by small businesses both in domestic and international food markets which causes a decrease in the production and sales of high-quality cheeses. The small businesses don’t develop any strategy for exporting their products to the neighbouring countries where the demand for dairy products is high - Kazakhstan and other Central Asian countries.
