The development of public corporations depends on the effective management that is possible due to the timely implementation the necessary tools of influence on them, depending on their stage of development. That’s why it is necessary to identify the state of public corporations at different time points. Achieve this goal at the expense of use rational proportions of numerical and logical-linguistic methods data analysis, as well as developing appropriate mechanisms for constructing membership functions of fuzzy sets. Contradictions between statistical and intuitive (expert) decision-making mechanisms. There is efficiency of Russian state corporations using the developed models and mechanisms. Summarizes the differences between absolute and relative effectiveness.
