MULTILEVEL DYNAMIC SWOT ANALYSIS AS INSTRUMENT OF FORMATION OF ADAPTIVE STRATEGY OF HIGHER EDUCATION INSTITUTION

In work the technique multilevel dynamic SWOT analysis for adoption of effective administrative decisions by the higher education institution, considering times of the solution of subtasks of various levels of management is considered. Existence of temporary and other resource restrictions of reaction of a control system on changes, allows to break a set of factors (strong and weaknesses of higher education institution) on efficiency of processing and to formulate multilevel dynamic SWOT analysis. At operational level of management with characteristic time of processes τ1 the analysis and modification of parameters of the organization will be executed repeatedly before the next cycle of the analysis and decision-making at the level of external technological effectiveness with characteristic time of processes τ2 (τ1<τ2) will come to the end. The similar algorithm of relationship is built and between level of external technological effectiveness and strategic level of management (with characteristic times τ2 and τ3 processes, τ2<τ3). Thus, in work multilevel dynamic SWOT analysis which represents the instrument of detection and an assessment of the organizational changes applied at development and adoption of administrative decisions is offered and approved on regional branch of capital commercial higher education institution, in fact.
