TO THE QUESTION ABOUT THE FORMATION OF A REGIONAL CLUSTER POLICY

The scientific article is devoted to the study of problems of increasing the efficiency of cluster development and the development of theoretical and methodological recommendations on the formation of cluster policy in the regions of the Russian Federation. The authors compare two approaches to the implementation of the cluster policy is a «bottom-up» and «top-down» and identify its main characteristics. Factors of efficiency sectors of the national economy on the basis of cluster development on their basis of a new method of formation of cluster policy «top-up». According to this method, the implementation of cluster policy must be initiated by the regional public authorities, implemented by the bodies of the cluster management and the organization of cluster development in terms of private-public partnership. Implementation of the recommendations will allow for cluster development regional territorial-industrial complexes in modern conditions of economic development.
