The scientific article is devoted to the problem of increasing of innovative potential of the regional investment and construction complex of the Penza region and its enterprises. On the basis of a method of expert estimations of the factors influencing the efficiency of innovative development of construction enterprises. Produced grouping of factors depending on the environment impacts on innovation capacity. The factors of internal environment, rendering him the greatest impact. The consideration of these factors helped to formulate recommendations on increasing of innovative potential of the enterprises of a building complex of the Penza region. Methodical and practical recommendations aimed at improving operational, organizational and managerial capacities of construction companies. Implementation of the recommendations will help to ensure the development of innovative investment-construction complex of the Penza region and its enterprises, as well as other branches of national economy.
