PROBLEMS OF IMPLEMENTATION OF THE LAW ON THE STATE CIVIL SERVICE

The importance of the civil service to implement the tasks and functions of the state led to the selection of the legal regulation of the civil service. In this regard, the task of identifying the problems of civil servants can be solved on the basis of an analysis of the current legislation. The authors estimate such a regulation as the Federal Law of 27.07.2004 N 79- «On the State Civil Service of the Russian Federation». In particular, analyzed, and compared articles of the law establishing the procedure for admission of the citizen to the civil service, the service contract, the test for admission to the civil service, grounds and procedures for termination of the contract of service. The basic problem of the Federal Law «On the State Civil Service of the Russian Federation». Identified the need to take drastic measures in the field of improvement of legal regulation. The article has expressed an exploratory nature, the author skillfully operates with such scientific methods as analysis and comparative law. Set forth in article conclusions are quite logical and reasonable.
