IMPACT OF SOCIAL TRANSFERS ON REGIONAL ECONOMIC DEVELOPMENT (CASE STUDY: SVERDLOVSK REGION)

Current character of budgetary policy and high differentiate of Russian regions in economic development level – all these facts predetermines the actuality of inter-budget relation’s researching. The article is devoted to solving of scientific problem as quantitative estimation of budget transfers efficiency. It is analyzed the influence of budget transfers assigned to monetary payments for residents on regional economy and GDP level. The author offers the approach to account multiplicative effects in regional economy, based on analyze of ultimate consumption of households and correspondence branch proportions in gross value added. The author estimates, which amount of GDP of Sverdlovsk region is formed by means of one ruble of monetary payments to region’s residents at budget transfer’s cost.
