FACTORS OF THE NATIONAL LABOR POTENTIAL DEVELOPMENT

Subject/topic. In modern conditions the special theoretical and practical importance takes the definition of the factors influencing the development of labor potential, which allows identifying the current state of the labor potential and development trends as well. The aim of the work is to study the factors affecting the development of the country´s labor potential, and to determine ways to minimize the negative factors. Results of the work. The factors of development of labor potential, as demographic, social and economic, social and psychological, information and communicative, branch and other are considered in this article. The factors making positive and negative impact on development of labor potential are revealed. The measures for development of labor potential of Russia are offered, including the improvement of the health system; redistribution of a manpower (first of all youth) on branches and the territory of the Russian Federation taking into account requirements of economy; control of proceeding marginalization of the budgetary sphere; creation of new workplaces (primarily, innovative); bringing the quantity and quality of human resources in accordance with the current needs of the economy. Scope of results. The received results of the research may be useful for specialists in economics, post-graduate students and students, a wide range of readers, and also for a creating the programs of labor potential development. Conclusions/significance. It is concluded that the considered factors of labor potential development are not exhaustive and require further study. It should be noted that the identification of the factors is necessary for the implementation of programs in the field of labor potential development.
