The paper presents an analysis of the expected changes in the legislative regulation of waste production in relation to the mining companies, operating in the Arctic zone of the Russian Federation. Directions that can be the stimulating factors to reduce the volume of formation and placement of mining wastes, as well as increase their involvement in economic circulation, are identified. It is concluded about the necessity of legislative recognition of the possibility of using the benefits in respect of the payment for waste placement in case of the industrial development of technogenic mineral formations. Public-private cooperation on the basis of a special investment contract, which can be considered as one of variants of public private partnership, is of particular significance for the development of stimulation system to reduce the volume of formation and placement of mining wastes in the North and the Arctic.
