In modern conditions when regions compete on commodity markets, services, capital, interact with national and multinational corporations within the WTO, the personnel potential which is reduced together with aging and natural losses of the population becomes their main competitive advantage. At the same time, in connection with emergence of essential failures in reproduction of vocational structure of the busy «quality» of labor potential decreases: natural leaving of working advanced ages on many vocational groups isn’t filled, development of leading branches of a national economy thereby is threatened. All this sets new tasks for scientists, forces them to make active the scientific potential, promotes I realize the importance of basic and applied researches in the field of formation and development of a personnel landscape of the region, strengthens a pragmatical orientation of modern science. In article the concept and essence of personnel capacity of the region is considered, the system of formation and its development is described.
