MECHANISM OF FORMATION AND REALIZATION OF THE REGIONAL INNOVATION POLICY

With the purpose of developing the innovation economics, the state must work out and implement an effective innovation policy at both federal and regional levels, which is to be focused on the assistance to structural reorganizations in the economics in the way of overcoming the transport and raw materials dependence, strengthening its innovation component and economic development quality. Aiming at this, the structural and logical scheme of formation of regional innovation policy has been developed and proposed. The constituent elements of this scheme are the goals and objectives of innovation policy and the ways of their achievement, and the enlarged composition of the mechanism of scientific, technological and innovation policy. Implementation of this model is possible only in presence of effective economic and financial mechanism of innovation activity representing an organized unity of subjects and objects, sources, forms and methods of direct and indirect financing the scientific, technological and innovation activity in the region ensuring the development of priority directions of this activity.
