Describes the institutional mechanisms to stimulate economic entities of innovation activities in different countries. The adjusted structural features of these mechanisms. The studied indicators of innovation activity in different countries, as well as the conditions of innovation. The identified discrepancies in institutional systems on the basis of the analysis of formal and informal norms and rules. Based on the study of innovation activity of the subjects of the countries indicated significant differences in the level of their innovativeness. Strengthening the innovative development of separate territories is possible only if an adequate assessment of their institutional elements, the rationality of action which is one of the determining factors in an innovative environment. The elements of an institutional mechanism to stimulate innovations affecting the effectiveness of its action.
