FEDERAL STRATEGY FOR THE SMALL AND MEDIUM MUNICIPALITIES

The paper considers the problem of strategic management of the municipalities in Russia. The current government strategy is aimed at the development of major infrastructure projects in large cities and metropolitan areas, as justified by a fact that the majority of the population lives there. However, in my opinion, this approach is fundamentally wrong because of the scope of public policy completely excludes small and medium-sized municipalities. To justify the position, the hypothesis that majority of the population lives in the small and medium-sized municipalities in Russia (with population up to 100 thousand people) is formulated and proved. Therefore, they need special government policy and support. The mathematical apparatus and the theory of probability were used as a tool of evidence. The National Population Census 2010 served as information database of the study.
