CLUSTERS IN THE REGIONAL ECONOMY: INSTITUTIONAL ENVIRONMENT AND DEVELOPMENT TRENDS IN THE OMSK REGION

The paper attempts to identify the characteristics of the institutional organization of the system to support the development of innovative clusters at the level of implementation of the regional cluster programs. The example of the development of clusters and the main theoretical possibilities of their impact on the innovation capacity of the Omsk region. Formulated especially cluster development as a mechanism for accelerating the development of regional innovation and influence cross-border cooperation in the development of the regional economy. The conditions for the development of regional clusters in Russia, which is one of the conditions for improving the competitiveness of the domestic economy and the intensification of the mechanisms of public-private partnerships. The purpose of the implementation of cluster policy in achieving high rates of economic growth and diversification of the economy based on the competitiveness of enterprises, forming a territorial-industrial clusters. Generalized theoretical experience of clustering with the influence of the institutional environment and the subsequent application in the emerging industrial and innovation clusters.
