The paper presents the main aspects of the formation mechanism of the regional competitiveness management of innovative projects through the involvement of elements of the penal system, presented as a comparison of the most promising international and domestic experience in the use of such management decisions. In addition, an algorithm for constructing the production reflected in the prison, which is consistent and interconnected stages. In order to justify the cost-effectiveness of the mechanism was simulated by the authors of business processes, an example of the Vladimir region. Viewed in a mechanism in practice may be used as a method for geographically located in the regions of Corrections Federal Penitentiary Service of Russia.
