The paper defined the analysis of the main characteristics and trends in the welfare on the northern and arctic regions of Russia. It is determined the main problems in the welfare that impede to sustainable socio-economic development of Russia. The author examined the situation in the labor market on North of Russia, including employment and wages. The high levels of the labor force participation is a distinguishing feature of the labor markets of the northern regions. An unemployment is the actual problem of labor markets on North of Russia. A single-industry character of the economy is the determinant of the unstable of the situation in the labor markets on the North. All in all, the analysis of the trends and characteristics of the labor markets on the North of Russia (including Arctic territories) indicates on the phenomenon of economic poverty. The inefficiency of local government in regulating the system of wages of employees of municipal organizations is one of the reasons. The phenomenon of the economic poverty in the northern and arctic regions is the reaction of the regional socio-economic systems to the imperfection of state and specifically northern institutions of the social control. The author analyzes the standard of living of the population on northern and arctic region of Russia. The tendency of decrease in poverty was found. The main problem is the low standard living of the households with children.
