The article raises the problem of formation of positive attitude of the modern society to the officials and civil servants in Russia. Based on the analysis of publications in mass-media of the Ulyanovsk region, revealed the contribution of the media in creating the image of the bureaucracy. The article considers the evolution of the characteristics of officials and civil servants in Russian literature, the issue of causality historically formed in Russia ambiguous attitude to public service. In conclusion, the research of the attitude of the society to the image of official or a civil servant, the authors emphasize the need to amend the existing trends negative perception of bureaucracy in the Russian society. As measures to enhance the status of civil servants and improve the efficiency of the civil service considers the introduction of effective methods of promoting the civil service and to create around this process of positive information space.
