CONCEPTUAL APPROACH TO THE DEVELOPMENT OF RURALAREAS

The article discusses the most significant from the point of view of the authors of tools for Rural Development, maintaining their social infrastructure. As an example of the results of the consumer cooperatives in the housing sector in the Penza region. Points to the role of cooperatives in the development of civil society and rural areas, which is possible only if the involvement of the cooperative movement in the majority of the population, as well as the expansion of the scope of the operation of consumer cooperatives. Insufficient development of the institute of local self-government, the inability of local governments due to the limited financial resources or other reasons, to effectively solve the problems of the rural population, necessitates the development of consumer cooperation in various fields. Consumer cooperatives, in fact, must take responsibility for solving the problems not addressed by local authorities.
