In the article there is an attempt to comprehend institutional features and preconditions of appearance of a “working poor” problem as a negative social and economic phenomenon inherent in the present stage of development of Russia. Nature and scales of a studied problem are revealed. Determined that the vast majority of the population, officially recognized the poor are the working people. The analysis of scientific literature which allows to define “working poor” as a result of low level of the income and transfers is made. Authors of the article reveal a “working poor” problem in a context of transformational processes of the Russian economy, generated by liberal reforms of the planned Soviet economy to transfer it to market basis. It is established that the main prerequisite for such a phenomenon as poverty of the working population in Russia, is imperfect and incomplete market reforms.
