The novelty of the author’s proposal is a dynamic approach to the enterprise labour potential, and to the necessity of taking into account the environmental factors’ impact upon the labour potential level. As opposed to static measurements, dynamic approach to the labour potential enables to significantly increase the accuracy of evaluation of the enterprise standing and opportunities. In order to identify the nature of impact of environmental factors upon an enterprise labour potential, 100 companies were assessed: their actual operating results were analyzed, and companies’ managers and specialists of various levels were interviewed in the course of the study. The article presents the results of environmental factors impact studies, which enabled the author to define a number of regularities of interaction of the labour potential components. Particularly, the article presents the nature of interdependence between labour potential of an enterprise and the number of its partners, its scope of activities as well as level of costs. Furthermore, the article explores the nature of impact of unemployment and migration upon enterprise labour potential and vice verse: the study helped to reveal that the enterprises with higher labor potential represent so called “centers of attraction” for employment, which enables them to carry out more efficient human resource policy in the changing competitive environment.
