ORGANIZATION OF INFRASTRUCTURE DEVELOPMENT PROJECTS IN URBAN AREAS BASED ON THE MECHANISMS OF PUBLIC-PRIVATE PARTNERSHIP

The article deals with the questions of organization of complex infrastructure projects in urban areas based on the mechanisms of public-private partnerships (PPP). Cooperation between public authorities and business structures in modern terms acquire special significance. PPP mechanisms contribute to the implementation of large-scale public infrastructure projects in various sectors of the urban areas (industry, construction, transport, housing, education, health, etc.). The infrastructure projects of the public-private partnership aimed at increasing the efficiency of interaction between the authorities and business structures, with different interests, includes 4 phases: (1) concept; (2) justification and project planning; (3) design and construction; (4) operation of the facility (including renovation) and its transmission (recycling). In the second phase of the PPP determines how risks to the infrastructure project. A system of measures aimed at the early detection, evaluation and optimization of the risk.
