THE RELEVANCE OF USING SOCIOLOGICAL METHODS FOR DETERMINATION OF EFFICIENCY OF THE AUTHORITY ACTIVITY ON THE NORTH OF RUSSIA AND THE ARCTIC (ON THE EXAMPLE OF MURMANSK REGION)

The article is devoted to determination of efficiency of activity of the power on the basis of using methods of sociology. The methodical tools are presented in article. It based on group of questions by means of which the population perception of Murmansk region about authority activity of various level and efficiency of social policy is estimated. Dynamics of results of sociological monitoring for 2011 - 2013 is presented. Authors of article revealed lack of full-fledged feedback between society and regional authority. It is a barrier in achievement of the key purposes in the sphere of development of social capacity of northern territories. In article the sociological data are shown the growth of disapproval of activity of regional and local authority. Authors established a tendency to prevalence of authoritative management of the authority without interests of local community. It indicates insufficiency of an involvement of the population in processes of social management.
