SITUATIONAL ANALYSIS OF IMPERATIVES OF SOCIALLY ORIENTED DEVELOPMENT OF MUNICIPALITIES

The situational analysis of the factors determining socially oriented development of municipality is submitted. As the key indicator of comfort of accommodation of the population in the territory of municipality dynamics of number of its population is considered. The conclusion that reproductive reserves of the village are settled is drawn, and the small and average industrial cities of Stavropol region are faced by problems any more developments, and maintenance of productions at population reduction at able-bodied age and decrease in potential of its qualification. The key role of system of local agglomerations of the cities and rural settlements locates in ensuring socially oriented development of the territory.
