Reducing the backlog of technical and economic development of Russia can be achieved through integrated modernization of the economy, focused on replacing technological order. The transition to VI technological order is impossible without mastering the technology of V technological order. The full scope of interactions between business entities should be subject to modernizing changes. Clusters having cooperation and integration mechanisms, can provide simultaneous introduction and development of imported and their technologies. Organizational excellence is achieved in clusters in the way of observance of harmonic proportions of interaction mechanisms of organization, self-organization and control. The primacy of a particular stage due to the category of cluster development and its objectives. It is therefore important to determine the relationship and interaction of organization and self-organization on the one hand and, the other between the management and self-organization.
