MANAGEMENT OF UNIVERSITIES RESEARCH AND DEVELOPMENT ACTIVITIES BASED ON INDICATIVE SYSTEMS: EVOLUTION OF CONCEPTS AND MODERN APPROACHES

Authors provide a review of actual approaches to raising the quality of research and development in universities, including methods of indicative management. The article indicates the reasons of difference of managerial approaches in Russian and foreign universities, briefly describes the evolution of issues in managing universities’ research and development activities and the shifts in comprehension of universities’ scientific results. The analysis includes different theoretical backgrounds and approaches to development of indicators addressing the quality of research and development and supplied by assumptions on their practical usability. The article introduces the methodology for universities’ scientific management based on research and development indicators contextually to Russian and foreign cases in the relevant area. Authors give their conclusions on results of practical implementation of the methodology and its further improvement.
