TO THE QUESTION OF POVERTY IN SYSTEM OF INDICATORS OF QUALITY OF LIFE

Heterogeneity of economic and social situation of regions of the Russian Federation has considerable impact on functioning, structure and efficiency of economy, strategy and tactics of institutional transformations and social and economic policy. to which recently in our country the close attention is paid. Social policy of the state is directed on creation of conditions of improvement of quality of life. In article the main indicators of quality of life of the population are considered. Within research practical value of this category which consists that abilities specifically set for this personality or a community of norm act as a form of representation and ensuring advantage and freedom of people is revealed. The factors influencing dynamics of poverty in Russia are defined. The directions and mechanisms of decrease in level of poverty are presented, namely: increase of efficiency of the institutional environment; change of mentality and informal installations; reduction of excessively high level of an inequality in the country through effective redistributive policy.
