It is proved that in this dynamic global market, intensifying competition cooperation and collaboration give companies more meaningful strategic benefits than the competition. In this regard, the majority of market awareness of the need of integration through less stringent procedures mergers and acquisitions, as through entering into various associations, including the regional. Updated versions of the cluster, which refers to intercompany complex, as well as a complex of industrial companies, research centers, academic institutions on the basis of the territorial concentration of strategic networks. Based on the above advantages of clusters, emphasizes the importance of clustering. Characterized directions for implementing cluster policies in a number of foreign countries. The experience of Russia for the initialization and development of the cluster approach, identified a set of measures for the clustering of the Russian economy.
